T createRMProxyFederation(Configuration, Class, RMProxy)	This functionality is only used for NodeManager and only in non-HA mode.
RetryPolicy createRetryPolicy(Configuration, long, long, boolean)	Fetch retry policy from Configuration and create the retry policy with specified retryTime and retry interval.
RMFailoverProxyProvider getRMFailoverProxyProvider(YarnConfiguration, Class, RMProxy)
T newProxyInstanceFederation(YarnConfiguration, Class, RMProxy, RetryPolicy)
