Utility function to get NodeInfo by calling RM WebService.

Parameters:

conf - the configuration

nodeId - the nodeId

Returns:

a JSONObject which contains the NodeInfo

Throws:

com.sun.jersey.api.client.ClientHandlerException - if there is an error processing the response.

com.sun.jersey.api.client.UniformInterfaceException - if the response status is 204 (No Content).
